I download the extension from the google web store itself. Also, I can't able to download the older version of XDCPAY 3.5 & 3.9 because it say the following message.
This extension is no longer available because it doesn't follow best practices for Chrome extensions.

If I'm able to download the older version then I'm confident that I'll be able to retrieve my XDC balance. Is there any other way to install the older extension?
You mean secret phrase. Then yes I used the same to restore my wallet but it gave another wallet address in the blockchain explorer. I still know the exact address of my old wallet on the XDC blockchain explorer.

to "xdc835393b97dbf1aca3a4f605e7ba1734f3ede8f18". Which is totally a new address. That's not my wallet address. Although, I restored my wallet from the exact secret phrase it gave me back then and I even restored my wallet before using the same secret phrase. So, I know that I'm not wrong about my secret phrase because it worked before.
The web wallet was the original option for XDC, but since you didn’t use it, let’s set that aside. If your wallet address isn’t visible when importing to XDCPay, try importing it to MetaMask instead—this might fix the issue. Just remember to add the XDC Network to MetaMask to access your funds.
I just used my same secret phrase to restore my xdcpay wallet in Metamask chrome browser and it gave me the same wallet address as above which is "0x835393b97DbF1aCA3a4f605E7bA1734F3eDe8F18". It seems they changed my original address from the blockchain side.
Also, I added the new xdc network from this article "xdc.org/articles/using-metamask-fo..." afterwards I switched to the newly created XDC network but still it shows my wallet address as above mentioned.
I used this same Mnemonic phrase twice to restore my wallet and it worked before but this time it didn't restore to the same wallet address. Anyways, thanks for the help. I'll just let the funds sit on the blockchain for now.

3.5, 3.9 and 5 is star rating not the versions. The 5 star rated once is the latest upgrade.
and you should be able to access your wallet and funds if you have your Mnemonic phrases with you, no matter what the version is.
Do you see your wallet address when you import your wallet using Mnemonic phrases in XDCPay?

I even have my coin transfer TRX address screenshot that I did first time from Kucoin exchange to xdcpay wallet.

Did you create this wallet on XDC web wallet website or XDCPay?
That time there was no web wallet option. It was created through the google chrome extension only.

Nobody can change the wallet address linked with your Mnemonic phrases. Unless you are making some mistake this isn't possible.
