Tried on https://www.apothem.network/#getTestXDC as well as https://faucet.apothem.network/ with same exact result.

Thank you all for responses. I tried exactly same scenario as before, and now it is working.
I had copy-pasted the address from XDCPay, so it did have the xdc prefix. I am guessing it must have been some transient problem. All good now. Thanks again.

I would suggest you to open faucet on incognito mode and get test XDC on Apothem Network.
